		<description>I did not know about the Rs 500 fine PER DAY. Why didn&#039;t the go all the way and propose to execute the parents of children that didn&#039;t go to school? After all, fining the desperately poor Rs 500 per day (and these are primarily the people whose children don&#039;t go to school) makes them sufficiently worse off that they would be better dead. And killing the parents would have pretty much the same beneficial effect on the children as fining them Rs 500 per day.

		<description>I had thought of a similar loan system for payment of higher education fees. But how can u guarentee repayment? I think that the degree should have a clause that makes it necessary to have a clearance chit from the govt. after the loan tenure expires to keep the degree valid.. Otherwise, the degree should become invalid..  On a lighter note, comment about a comment, who the hell is a &#039;potential youth of the country&#039;!!!</description>
