First, don&#039;t you think that the reason we elect &quot;representatives&quot; is to ensure that the ruckus of asking everyone&#039;s opinion on every matter does not happen and that we trust these representatives to take the decisions for us? Even in case of discretionary spendings, one cannot expect to take the opinion of every single person (or even 10% of the people in case of a billion-strong population as ours) for each discretionary spending question. Also, how does a farmer in Madhya Pradesh take an informed decision (and cast his vote) about whether India should purchase Bofors guns or spend more on Arjun tanks? I do not claim that we have the best of representatives or that even people with doctoral degrees in our administration are taking competent decisions. But I find this argument of yours difficult to comprehend; perhaps I need to wait for your next post to understand this.

Second, you mentioned &lt;blockquote&gt;if the improvement in the efficiency of the implementation of an idea goes against the interests of the existing power structure, that improvement will be blocked&lt;/blockquote&gt;. Can you please explain in more detail or give an example of what you mean by this?
