It would be interesting to flesh out what &quot;liberalisation&quot; in Education would actually mean?

What would the government have to allow or de-regulate?

You&#039;ve mentioned that anyone should be allowed to start a college, which is fair enough.
But given that this is generally allowed, colleges still do not crop up.

Mumbai university, for example, now has a slew of private engineering colleges. But are they adequate? Certainly not.

So something else seems to be broken. Could it be, perhaps, that the government still controls pricing of the education? Or is it something else.

If, by chance, one of these days a sensible government with a sensible education minister (say someone like Arun Shourie -- one can always dream :-)) comes along and asks &quot;agreed, what do i therefore do?&quot; 

What would your answer be?</description>
