I agree that subsidizing higher education is stupid but I'm not entirely it's practical.
Take my friend in Nellore. He comes from a very modest family earning not more than Rs. 5k p.m. While many were applying to Vellore Insitute of Technology, he did not as the fee of Rs. 1 lac p.a was simply too much for him to cough up (I heard the fee has reduced now, but that's not relevant). He said he'd make his parents happy if he was in a college he could actually afford like IIT (Rs. 30k p.a) by taking a small loan.
I'm sure my friend has made it into IIT. If the fee wasn't subsidized, it would probably be at Rs. 2-5 lac p.a in which case, I don't think my friend would have even applied. Why not subsidize the fee for a deserving student like him? After all, the rich kids tend to take it easy and get into institutions accepting "money in a brown unlabelled cover". Ofcourse, a possible argument is that the government is just funding brain drain. If that's taken into consideration, IITs and IIMs shouldn't exist at all.

Hi,

Nice post.

I guess there is small correction in the para.. [One immediate implication.....] Here the last ROI should stand for Rate of Interest right? Otherwise the para becomes a bit confusing.

Atanu's response: I have fixed the paragraphs -- it should say "higher" instead of "lower." Thanks for pointing it out.
