		<description>Although your idea is well intentioned - I think you have got the cart before the horse. The analogy breaks down when you compare a city to a piece capital equipment. Cities are not an input, but rather an output. Well-functioning cities are the outcome of a long and successful process of social development. I&#039;m afraid that trying to socially engineer (albeit using market mechanisms) a 1st world city out of a 3rd world village or worse yet, on a &quot;greenfield&quot; site, would create less than stellar results. Ever heard of a city called Brazilia?</description>
