        Excuse me for interpreting this post &quot;A Modest Proposal -- Part 5&quot; as coming straight from a communists dairy :). IMHO Government intervention should be minimal in any scheme of things. And I humbly disagree with &quot; literacy is the basis for all development&quot; line of reasoning IMHO its the other way around.
        Lets take a simple example.
        Think of why we got educated because we didnt have to worry about food and our parents had enough to spend on our education. Give these people the same conditions and they will get educated . 
           How do we go about it? Make these people earn food and money.
          Simple capitalist idea, utilise the resources that rural areas have to set-up small-scale industries and give these people employment . There are umpteen entrepreneurs who will take up these kinds of opportunities and yes now Govt. comes forward to provide these entrepreneurs loans. People like you and me should set up some kind of help center or a hub for these entrepreneurs to work on their project plan ,plug the loopholes, expedite their loans, provide technological expertise and market their products in global market place. Aggregate these small scale industries and make them behave like one big unit.
     IMHO this process has the potential to create a ripple effect to simulate the whole economy. Do you think we will need a separate program for education then or take internet/ multiplex theatres to villages ? 

    Just my 2 cents.

       Please if you have time and feel like this is some kind of idea send me an email or address the pros and cons of such an idea in your next post.

      Does this sound like RISC not sure ??
