		<description>Well this is an interesting take on this &amp; Rao&#039;s point is on firm grounds. 

On a more fundamental level this begs the question of what is literacy?. Is being able to read and write &amp; surf the gazillions of a foreign language site literacy. 

This seems to undermine the multitudes of information that people innately posess by living
where they live. You only have to stroll with a villager by a forest to learn how much they know about their natural enviroment without having 
&quot;literacy&quot;.
